(AP) ? Tropical Storm Isaac could force a shakeup of the security plans for the GOP convention in Tampa, because about half of the expected officers come from other parts of Florida and some could be forced to stay home for the storm, authorities said Thursday.

But Gov. Rick Scott said the Florida National Guard is ready to step in if needed to fill the gap.

More than 3,500 officers from 59 law enforcement agencies from around the state are scheduled to come to Tampa to patrol the streets as the convention opens Monday. About half would come from outside Hillsborough County and the city of Tampa.

About 1,700 National Guard troops were already expected to help with patrols.

"We have a process where we can call up more National Guard as quickly as we need them," Scott said. "If we know now that some individuals are not going to show up we have plenty of time to add more National Guard, but at this time we don't see that we're going to have a problem."

The storm is forecast to start affecting South Florida on Monday and could reach the Tampa area by Tuesday.

"We're in a situation right now where we don't know what's going to happen," said Hillsborough County Sheriff David Gee. "My primary concern right now is that we will lose resources."

Gee said some agencies, especially in South Florida, might decide not to send officers to Tampa if the storm threatens their areas. "As things change, they might have to prioritize," he said.

Scott, however, said additional guardsmen ? instead of heading to Tampa ? could go the other way and fill in back home for the visiting officers because the latter already are trained for convention duty.

The Republican governor also said he spoke on the telephone with presumptive GOP presidential nominee Mitt Romney to assure him Florida can handle the convention and the storm.

Scott noted that a recent National Hurricane Center update had moved the centerline of the storm track from 85 miles west of Tampa to about 150 miles west of the area. Virtually the entire state, though, is included within the five-day forecast cone.

"Right now it's full speed ahead," Scott said. "We're looking forward to the delegates coming. We're going to keep them safe. ... We're a hospitality state that knows how to deal with hurricanes."

Gee's agency is in charge of the county where the convention will take place. The Hillsborough Sheriff's Office is providing the bulk of the staffing for the event because it is the largest agency in the area and also oversees the county jail. The Tampa Police is the other main agency handling security outside of the convention hall. The Secret Service is in charge of everything inside the convention hall.

The sheriff joined Tampa Police Chief Jane Castor and representatives from the FBI and Secret Service at a media event Thursday. As they spoke to reporters, a large TV screen tuned to a cable news channel showed colorful radar images of Isaac swirling in the Caribbean.

Convention officials said they were working closely with state and federal authorities on monitoring the storm.

"We continue to move forward with our planning and look forward to a successful convention," convention CEO William Harris said in a statement.

Jeff Masters, director of meteorology for Weather Underground, said the storm's current forecast indicates Tampa is unlikely to take a direct hit from a potential hurricane. When the storm passes the Bay area, it's likely to have an east-west motion, meaning it could sideswipe Tampa, causing rain and flooding, but not directly strike the city.

Chief Castor said she wasn't worried about redeployment of officers; when she initially asked other agencies to help, she told them they should only send people that they could spare.

She said the security team factored in the possibility of another event, such as a storm, happening during the RNC.

"We'll adjust our plans," she said. "We're used to that in law enforcement."

Steven Ibison, the special agent in charge of the Tampa division of the FBI, said he wasn't concerned about the number of officers on the ground.

"The FBI isn't involved in weathercasting," he said. "But we have plans in place. We always do here in Tampa."

Castor and Gee stressed it was too early for any agency to dramatically change plans. Castor said that no one would really know where Isaac was headed until late this weekend.

"The only predictable element about a tropical storm or hurricane is its unpredictability," she said.

Despite Russia's size, Apple has always had to sell in the country through carriers and resellers -- a pain for customers who might have to wait weeks beyond the initial launch of a device to see it in stores. If we're to believe tips from distributor insiders speaking with Kommersant, Apple wants at least some kind of first-party presence in the country. The company has supposedly set up a majority-owned local branch, Apple Rus, to run an operation that would start direct sales as soon as 2013. As for official retail stores, we simply don't know. Apple executives were reported as disappointed in available locations following a trip to Moscow in 2011, but there's been no chatter since. Apple certainly hasn't commented on the subject. We do know that iOS- and Mac-loving Russians in at least major cities will be happy if Apple establishes a more official presence, even if it still leaves us mourning the lost opportunity for an obvious Snow Leopard tie-in.

"He told me where he thought the country was headed, how we got to get back on track, his life story, what is in his heart ? then he basically said, 'You share my values and you have the kind of experience I'm going to need to help me fix this country's problems.' Our experiences complement each other quite well, and we apply the same principles, founding principles, to the problems of the day. And he basically said, 'Let's go fix this country.'"

Hannity asked Ryan about one of his perceived weak spots: foreign policy. Ryan answered that he has "a lot more experience than Barack Obama did when he became president."

"Most of the traveling I've done throughout my 14 years in Congress has been to the Middle East," Ryan said. "I've had men and women to war on more than one occasion. I've been to those funerals. I've talked to the widows and the wives and the parents. I've gone to Afghanistan and Iraq to meet with our troops, to learn from them. ? But if you take a look at our current posture, President Obama is quote-unquote, 'leading from behind.'"

As for his debate in October with Joe Biden, he said he's looking forward to it and he gets along with the vice president "quite well."

"I enjoy debating," Ryan said. "It's what we do in Congress. So to me, I love spirited debates about ideas. And I've known Joe a long time. We get along personally quite well. And so I'm looking forward to debating Joe on just our different visions for the future."

As for Biden's controversial comments last week when he told an audience in Virginia that the GOP ticket would "put y'all back in chains," Hannity said it shows the Democrats have "run out of ideas and solutions."

"These are the things people say when they have a terrible track record that they can't run on, when they're not offering anything new and when they're trying to knock this campaign down into the gutter of smear and fear, anger and frustration. That's what you get," Ryan said.

Avril Lavigne is hearing wedding bells again! Her rep told People that the 27-year-old singer is engaged to her boyfriend of six months, Nickelback frontman Chad Kroeger.

This will be Lavigne's second marriage and Kroeger's first. Lavigne was previously married to Sum 41 frontman and guitarist Deryck Whibley. She filed for divorce in 2009 after three years of marriage.

Lavigne was most recently linked to "The Hills" star Brody Jenner, son of Olympian Bruce Jenner and ex-wife Linda Thompson. Lavigne and Jenner dated for nearly two years before breaking up earlier this year. (As the news of her engagement was spreading, he was celebrating his 29th birthday. Oof.)

According to People, 37-year-old Kroeger proposed with a 14-carat diamond ring on Aug. 8. "He makes her so happy," a family source told the magazine. "Both of their families could not be more excited."

And it appears his bandmates are happy about the news too. "Congratulations Avril and Chad!" the group tweeted Tuesday evening.

New insight on Mars expected from new NASA mission

ScienceDaily (Aug. 21, 2012) ? On Aug. 20, NASA announced the selection of InSight, a new Discovery-class mission that will probe Mars at new depths by looking into the deep interior of Mars.

"We are certainly excited, but our veterans on this team know the drill," said Tom Hoffman, project manager for InSight from NASA's Jet Propulsion Laboratory in Pasadena, Calif. "Which is fortunate, because one of the great things we'll get to do on Mars is drill below the surface."

Drilling underneath the red Martian topsoil will be courtesy of InSight's HP3, or Heat Flow and Physical Properties Package -- one of the four instruments the Mars lander will carry. Made by the German Aerospace Center, or DLR, HP3 will get below Mars' skin by literally pounding it into submission with a 14-inch (35-centimeter), hollowed-out, electromechanically-festooned stake called the Tractor Mole.

"The Tractor Mole has an internal hammer that rises and falls, moving the stake down in the soil and dragging a tether along behind it," said Sue Smrekar, deputy project scientist for InSight from JPL. "We're essentially doing the same thing any Boy or Girl Scout would do on a campout, but we're putting our stake down on Mars."

The German-built mole will descend up to 16 feet (five meters) below the surface, where its temperature sensors will record how much heat is coming from Mars' interior, which reveals the planet's thermal history.

"Getting well below the surface gets us away from the sun's influence and allows us to measure heat coming from the interior," said Smrekar. "InSight is going take heartbeat and vital signs of the Red Planet for an entire Martian year, two Earth years. We are really going to have an opportunity to understand the processes that control the early planetary formation."

InSight stands for Interior Exploration using Seismic Investigations, Geodesy and Heat Transport. The mission is led by W. Bruce Banerdt of JPL. InSight's science team includes U.S. and international co-investigators from universities, industry and government agencies. Along with DLR, the French space agency Centre National d'Etudes Spatiales, or CNES, is also contributing an instrument to the two-year scientific mission.

InSight builds on spacecraft technology used in NASA's highly successful Phoenix lander mission, which was launched to the Red Planet in 2007 and determined that water ice exists near the surface in the Martian polar regions.

Along with providing an onboard geodetic instrument to determine the planet's rotation axis, plus a robotic arm and two cameras used to deploy and monitor instruments on the Martian surface, JPL performs project management for NASA's Science Mission Directorate. NASA's Marshall Space Flight Center in Huntsville, Ala., manages the Discovery Program for the agency's Science Mission Directorate in Washington. Lockheed Martin Space Systems in Denver will build the spacecraft. JPL is a division of the California Institute of Technology in Pasadena.

As a complement to NASA's larger "flagship" planetary science explorations, the Discovery Program goal is to achieve outstanding results by launching many smaller missions using fewer resources and shorter development times. The main objective is to enhance our understanding of the solar system by exploring the planets, their moons, and small bodies such as comets and asteroids. The program also seeks to improve performance through the use of new technology and broaden university and industry participation in NASA missions.
