Dear Susan,
You?ve got too many moving parts for the typical refinancing calculator. Doing a cash-in refinancing so you have a conforming loan at $417,000 that won?t draw a higher, jumbo loan interest rate is an easy enough decision. That cash is probably earning very little as savings (though you want to make sure you?ll still have some cash saved in an emergency fund). But what?s hard to measure is how much you?ll save on mortgage interest because your adjustable-rate mortgage resets next year.

In your case, the two key reasons to refinance are: if the loan becomes fully amortized next year and you can?t afford the higher mortgage payments that will include principal as well as interest; or, if you?re planning to own the apartment for a long time and you want to lock in today?s low interest rates by refinancing with a conventional fixed-rate mortgage.

I?d normally say that if you?re not sure how long you?re going to be in the apartment, then paying discount points to reduce the interest rate on your mortgage isn?t likely to make sense. But if you can pay just a quarter point in discount points to reduce the interest rate by 0.25 percent, that?s a bargain and you should do it if you do decide to refinance.

It?s common to look at the break-even point in a mortgage refinancing as how long it takes you to recoup your closing costs from the resulting lower monthly mortgage payment, but that?s not the right way to look at it. You?re trying to reduce your total interest expense. The break-even point is when you?ve covered your closing costs through reduced interest expense. Paying discount points is part of your interest expense and has to be considered in the decision.

You should also take a look at the loan documents for your existing loan and estimate the new mortgage rate when your ARM adjusts. With rates going down, you may realize substantial interest rate savings without refinancing, though your loan is likely to convert from interest-only to a fully amortized loan over the remaining 23-year loan term. That will substantially increase your monthly mortgage payment.

You could also consider refinancing your 7/1 ARM with a new 7/1 ARM. Bankrate?s national average for a 7/1 adjustable-rate mortgage is, as I write this, 3.03 percent. That would give you another seven years of certainty concerning the mortgage interest rate, and save you almost 0.5 percent off of the 3.50 refinance rate.

If you don?t expect to be in your home for long, then you should be able to take on the interest rate risk associated with the annual rate resets that will begin on your current 7/1 ARM. If you plan to own the home indefinitely, then a refinance into conventional financing at today?s low rates makes sense.

'The Bachelorette' gives final rose to ABC ratings

(AP) ? Emily Maynard's big choice on "The Bachelorette" led ABC to one of its best summertime ratings in two years.

The single mom from Charlotte, N.C., gave her final rose to entrepreneur Jef Holm in the show's season finale on Sunday, selecting him over racecar driver Arie Luyendyk Jr. Nielsen said both the two-hour episode and the hourlong "After the Final Rose" interview special that followed drew nearly 9 million viewers. The Nielsen Co. said the second-to-last season episode on Monday also finished among the week's top 10 shows.

ABC narrowly beat Fox for first place among young viewers last week. Overall, it was the network's best week in the summer ratings in two years ? except for weeks when ABC televised the NBA finals.

With its reruns and the start of a new edition of "Big Brother," CBS won among all viewers in the slow summertime week. CBS averaged 5.3 million viewers (3.5 rating, 6 share).

ABC averaged 4.9 million viewers (3.2, 6), NBC had 4.3 million (2.8, 5), Fox had 3.8 million (2.2, 4), ION Television had 1.1 million (0.8, 1) and the CW had 740,000 (0.5, 1).

Among the Spanish-language networks, Univision led with a 3.7 million viewer average in prime time (1.8, 3). Telemundo had 1.4 million (0.8, 1), TeleFutura had 530,000 (0.3, 1), Estrella had 170,000 and Azteca 120,000 (both 0.1, 0).

NBC's "Nightly News" topped the evening newscasts with an average of 7.7 million viewers (5.3, 11). ABC's "World News" was second with 7.3 million (4.9, 10), and the "CBS Evening News" had 5.7 million viewers (3.9, 8).

A ratings point represents 1,147,000 households, or 1 percent of the nation's estimated 114.7 million TV homes. The share is the percentage of in-use televisions tuned to a given show.

For the week of July 16-22, the top 10 shows, their networks and viewerships: "America's Got Talent" (Tuesday), NBC, 10.17 million; "The Big Bang Theory," CBS, 8.99 million; "The Bachelorette" (Sunday), ABC, 8.86 million; "The Bachelorette After the Rose," ABC, 8.8 million; "America's Got Talent" (Wednesday), NBC, 7.61 million; "60 Minutes," CBS, 7.46 million; "Two and a Half Men" (Thursday), CBS, 7.43 million; "NCIS," CBS, 7.2 million; "The Bachelorette" (Monday), ABC, 7.16 million; "Hell's Kitchen" (Monday), Fox, 6.333 million.

Star Trek: The Next Generation may be coming to your living rooms soon courtesy of some hot new Blu-ray pressing, but one of the most compelling pieces of the technology shown on that series still remains elusive: the holodeck. Don't get down, sunshine, because we might soon be making our first, tentative steps into a virtual courtesy of Project Holodeck. It's underway at USC's School of Cinematic Arts as well as the Viterbi School of Engineering and starts out with a pair of Project Oculus glasses. These glasses, which were shown off at E3 by none other than John Carmack, cram a 1,280 x 800 display into a pair of glasses that present a wide, truly immersive field of view. Pair that with a PlayStation Move for head tracking and a Razer Hydra controller and you have the beginnings of a proper virtual reality environment.

An early concept of what the complete system might feel like can be found after the break, a couple of people acting out a sequence from Skies of Arcadia, which could be called a spiritual inspiration for the first game designed for Project Holodeck: Wild Skies. In it, two people "pilot a massive airship through a exotic world of floating islands" -- though whether they look as kawaii as their Dreamcast predecessors remains to be seen. When you might actually get your hands on the system is also unknown, but one piece of the puzzle, the Oculus Rift glasses, are said to be hitting Kickstarter any day now -- for an anticipated price of just $500. (AP) ? Former Argentine dictator Jorge Rafael Videla was convicted and sentenced to 50 years Thursday for a systematic plan to steal babies from prisoners who were kidnapped, tortured and killed during the military junta's war on leftist dissenters three decades ago.

Argentina's last dictator, Reynaldo Bignone, also was convicted and got 15 years.

"This is an historic day. Today legal justice has been made real ? never again the justice of one's own hands, which the repressors were known for," prominent rights activist Tati Almeida said outside the courthouse, where a jubilant crowd watched on a big screen and cheered each sentence.

The baby thefts set Argentina's 1976-1983 regime apart from all the other juntas that ruled in Latin America at the time. Videla other military and police officials were determined to remove any trace of the armed leftist guerrilla movement they said threatened the country's future.

The "dirty war" eventually claimed 13,000 victims according to official records. Many were pregnant women who were "disappeared" shortly after giving birth in clandestine maternity wards.

Videla denied in his testimony that there was any systematic plan to remove the babies, and said prisoners used their unborn children as "human shields" in their fight against the state.

Nine others, mostly former military and police officials, also were accused in the trial, which focused on 34 baby thefts. Seven were convicted and two were found not guilty.

Witnesses included former U.S. diplomat Elliot Abrams. He was called to testify after a long-classified memo describing his secret meeting with Argentina's ambassador was made public at the request of the Grandmothers of the Plaza de Mayo, a human rights group whose evidence-gathering efforts were key to the trial.

Abrams testified from Washington that he secretly urged Bignone to reveal the stolen babies' identities as a way to smooth Argentina's return to democracy.

"We knew that it wasn't just one or two children," Abrams testified, suggesting that there must have been some sort of directive from a high level official ? "a plan, because there were many people who were being murdered or jailed."

No reconciliation effort was made. Instead, Bignone ordered the military to destroy evidence of "dirty war" activities, and the junta denied any knowledge of baby thefts, let alone responsibility for the disappearances of political prisoners.

The U.S. government also revealed little of what it knew as the junta's death squads were eliminating opponents.

The Grandmothers group has since used DNA evidence to help 106 people who were stolen from prisoners as babies recover their true identities, and 26 of these cases were part of this trial. Many were raised by military officials or their allies, who falsified their birth names, trying to remove any hint of their leftist origins.

The rights group estimates as many as 500 babies could have been stolen in all, but the destruction of documents and passage of time make it impossible to know for sure.

The trial featured gut-wrenching testimony from grandmothers and other relatives who searched inconsolably for their missing relatives, and from people who learned as young adults that they were raised by the very people involved in the disappearance of their birth parents.

Prosecutors had asked for 50 years for Videla and four others. Almeida, the rights activist, said that "in some cases we would have preferred longer sentences, but since they're such old men now, it's almost like a perpetual sentence."

Videla, 86, received the maximum sentence as the man criminally responsible for 20 of the thefts.

He and Bignone, 84, already have life sentences for other crimes against humanity, and are serving time behind bars despite an Argentine law that usually permits criminals over 70 to stay at home.

Seven others were convicted and sentenced by the three-judge panel on Thursday: former Adm. Antonio Vanek, 40 years; former marine Jorge "Tigre" Acosta, 30; former Gen. Santiago Omar Riveros, 20; former navy prefect Juan Antonio Azic, 14; and Dr. Jorge Magnacco, who witnesses said handled some of the births, 10.

Former Capt. Victor Gallo and his ex-wife Susana Colombo, were sentenced to 15 and five years in jail, respectively. Their adopted son, Francisco Madariaga, testified against them and said he hoped their sentences would set an example.

Retired Adm. Ruben Omar Franco and a former intelligence agent, Eduardo Ruffo, were absolved.

According to Argentine judicial procedure, the basis for the convictions and sentences won't be revealed until Sept. 17, said the president of the judicial tribunal, Maria del Carmen Roqueta.

True nature of staff motivation more complex than surveys reveal

ScienceDaily (July 3, 2012) ? High levels of staff engagement could actually be damaging for organisations if overly simplistic staff surveys mask the type of engagement at play within an organisation, according to new research from Kingston University's Business School and the Chartered Institute of Personnel and Development (CIPD).

The study found a key difference between types of employees. Those who are involved only with the task at hand (known as transactionally engaged) tend to respond positively to staff surveys, but are often likely to leave quickly for a better offer. However, those who are very positive and feel strongly about the organisation's mission and values (dubbed emotionally engaged) are more likely to perform at a higher level and remain committed through good times and bad.

"The research has identified the clear difference between the people who are primarily working just to make money and have no specific feelings and ties to their employer, compared with those staff who have a closer emotional attachment to their employers," Stephen Gourlay, Deputy Director of Kingston Business School's Centre for Research in Employment, Skills and Society (CRESS) said. "The former group are likely to perform their job reasonably well, but the latter will often go out of their way to carry out additional tasks."

The researchers identified so-called transactional engagement as being shaped simply by employees' concern to earn a living and to meet the most minimal expectations of their employers. Emotional engagement, meanwhile, is influenced by different aspects of work that go beyond the job role itself, including relations with colleagues, line managers, the organisation and clients or customers. It is driven by a desire on the part of employees to do more for the organisation than is normally expected and in return to receive a more fulfilling psychological contract, i.e. to feel more valued.

High numbers of staff displaying transactional engagement were found to be potentially damaging for both individuals and the organisations they work for. This kind of employee (i.e. those just working for the money) reported higher levels of stress and difficulties in achieving a work-life balance than those employees who were emotionally engaged. They were also found to be more likely to indulge in behaviour which could actually damage the organisation than their emotionally engaged counterparts.

"Our research reveals that this whole area of engagement is much more complex than has been portrayed in the past," Dr Gourlay added. "Now further research is needed to examine this more thoroughly."

America commemorates its Independence Day this week with food, festivity and fireworks. To supply these events, Mitt Romney recommends: Buy foreign.

Americans naturally think the patriotic choice would be to buy American. But for Romney, capitalism trumps patriotism. Romney goes where the money is. He made big bucks as CEO of Bain Capital by investing in a series of companies that specialized in shipping American jobs off shore. For him, it's fine to kill an American job as long as he can make a buck on it.

Americans must decide. Do they pledge allegiance to money-grubbing? Or do they pledge allegiance to the United States of America? If it's the United States, then on this Independence Day, demonstrate patriotic pride by deliberately buying American. Search for that "Made in USA" label. Pick the product that will create American jobs, the one that is an investment in an American company and the American economy.

Romney's decisions over his business and political career clearly illustrate that for him the most important symbol isn't the American flag. It's the almighty dollar. As the CEO of Bain Capital, he could have invested in any sort of company. He chose several that helped corporations move or expand off shore. In fact, Romney was, as the Washington Post put it, a pioneer in this area.

Romney took that "buy foreign" philosophy with him to the Massachusetts governor's mansion. There he specifically permitted state contractors to move work overseas. He vetoed legislation to forbid the practice. Romney thwarted lawmakers' attempt to stop a contractor from using state tax dollars to move work from America to India and Bangladesh. As a result, unemployed Massachusetts residents who called the state government for information on food stamps got connected to foreign nationals performing jobs that unemployed Americans could have had.

Some American CEOs deliberately do the opposite of Romney. They find ways to buy American. Iconic American companies Starbucks and Google are examples. Last week, Google released a wireless home media player, the Nexus Q, that is made in America. The New York Times said "the most intriguing feature" of the player is the inscription on the bottom: "Designed and Manufactured in the U.S.A." It's fascinating, the Times explained, because:

It has become accepted wisdom that consumer electronics products can no longer be made in the United States.

Google, always an innovator, decided that accepted wasn't wise. Starbucks did too.

Starbucks stopped buying its mugs overseas. It located a tiny pottery manufacturer in Ohio and gave the business to that firm -- American Mug and Stein Co. As a result, American Mug added eight workers. That's how American jobs are created: one American Mug at a time.

The mugs are part of Starbucks' Indivisible project. The sale of Indivisible merchandise supports the Starbucks "Create Jobs for USA Fund," which helps small businesses.

Similarly, last month, Starbucks decided to build a factory in Augusta, Ga., to make its Via instant coffee and ingredients for its Frappuccino drinks. That will create 140 American jobs.

Later this month, Congress is scheduled to vote on two measures that would, like Starbucks and Google, create American jobs. One is the Bring Jobs Home Act, which would end tax loopholes that, inexplicably, reward companies for firing Americans and moving their jobs overseas. At the same time, the Bring Jobs Home Act would give tax credits to companies that shift work from overseas back to the United States.

The other measure is the United States Call Center Worker and Consumer Protection Act. It would prohibit federal grants and tax breaks to companies that send call center jobs overseas. It also would require those firms to tell customers where their calls are being directed and provide the option of a U.S. call center. This would prevent companies from getting millions in tax subsidies based on promises of U.S. call center employment that are quickly broken when the centers lay off the American workers and move their jobs overseas.

Romney does not approve of the Bring Jobs Home Act. That's clear from the pledge he signed with Washington lobbyist Grover Norquist to protect tax loopholes. In fact, Romney would go further to encourage companies to offshore manufacturing and jobs. He promised to eliminate all taxes on foreign profits.

But then, Romney's a quarter billionaire who owns a $100,000 horse and installed a car elevator in one of his mansions. To him, it's all about profit and not at all about patriotism.

To working people, however, the Bring Jobs Home Act and the Call Center Act make sense. Working Americans don't want to pay corporations to move jobs overseas. American taxpayers don't want to subsidize call centers that quickly close American operations and offshore the jobs

So on this July 4, tell your Congressman to vote for these two proposed laws, then buy American-made American flags; red, white and blue American-made pinwheels, and American-made baseball bats for the backyard game.

Egypt's new president faces burden of expectation

CAIRO (Reuters) - If Egypt's new president, Mohamed Mursi, needs any reminder of the weight of expectations bearing down as he begins work, he can glance from a window of the presidential palace.

Citizens seeking jobs, compensation from the state or clemency for jailed relatives crowded at the palace gates on Sunday, showing how Mursi's unprecedented popular mandate has raised hopes for a more responsive kind of government.

"My name is Alaa Ahmed Bayoumy and I am here to ask for a higher pension," said one 52-year-old among the group mingling with palace security officials. "I have five children and my rent costs more than my pension. That is unacceptable."

As Mursi worked to replace an army-backed interim cabinet with his new government, members of the public bearing petitions were allowed to rest in the gardens outside the palace perimeter, where they ate, drank and lounged in the shade.

Ordinary Egyptians were never allowed near the palace under President Hosni Mubarak, toppled in a popular revolt last year.

Anxious to show a break with his autocratic predecessor, Mursi has said he will not turn his back on a compatriot and will seek justice for all Egyptians, including those killed or wounded in the uprising.

Like Mursi, Mubarak had humble village origins, but the former air force chief slipped out of touch with an increasingly impoverished population during three decades in power.

In Mubarak's day, staging political protests was almost impossible, with large numbers of police always on hand to disperse and often arrest anyone brave enough to try.

Streets plied by the presidential motorcade were smartened up and lined with crowds of admirers bussed in for the occasion - or simply closed to traffic for hours, creating huge jams for motorists, to allow the president to speed across the capital.

When Mubarak occupied the presidential palace in central Cairo, security was tight.

On Sunday, uniformed police and state security officers sporting suits and dark glasses tried to deal calmly with the crowd hoping to enter the presidential precincts, taking down names or suggesting that people make written requests for help.

Visitors pleading volubly for an audience with Mursi were occasionally let inside the palace grounds.

An old woman wearing a black veil, Ahlam Mohamed, sat outside on the pavement. "I want a job for my son. He has been staying at home for months and he is the one who feeds us. Without him we will die," she said.

Haitham Ezzat, 29, demanded compensation because a facial injury sustained during the anti-Mubarak revolt had stopped him working.

"I am hoping to meet the president," said another man, 61-year-old Sayed Rashad, who said he had not been compensated for a war wound even despite filing a lawsuit against the army.

Workers laid off during Mubarak-era economic reforms brandished a petition naming 15 companies they accused of illegally firing employees.

"We are here to tell the president to help us quickly. If he wants to get the production cycle moving again, we need to be paid and secure all our rights," said Atef Mondy, 38, head of the Movement for Fired Workers.

Some 40 percent of Egyptians live on less than $2 a day. The uprising was driven by a sense that nothing could get worse, but for many it has.

The economy is floundering and joblessness is growing after political turmoil hammered investment and tourism.

State finances are stretched, which will make it hard for Mursi to spend his way to popularity. His policy programme is anyway geared towards liberalization to spur investment, raising the risk of deeper economic pain in the near term.

That would come as a shock to many Egyptians who are hoping Mursi will turn on state taps and provide benefits on a far greater scale than those distributed by his Muslim Brotherhood.

The Brotherhood's charity and social welfare networks helped to make it one of Egypt's most popular political forces, providing cheap food, medicine and other essentials to the poor.

Some wonder whether Mursi, whose prerogatives were clipped by the military even before he took office on Saturday, has the power to drive through radical change.

Any attempt to tackle poverty among Egypt's 82 million people will run up against an inefficient, lethargic bureaucracy with vested interests that could slow the pace of reform.

For now, Mursi is promising swift measures with an immediate social impact, pledging to get traffic moving, restore security, collect rubbish, and clear bottlenecks in the distribution of subsidized bread, petrol and cooking gas.

But with the military keeping a grip on national security, a remit that may include control of the Ministry of Justice, some popular demands may be impossible for Mursi to meet.

Among those waiting to see the 60-year-old president on Sunday were three women - Nahed Hussein Abdel Fattah, Marwa Khaled and Nadia Mohamed Ahmed - demanding the release of family members who they say were framed and jailed under Mubarak.

"We know Mubarak's people were tyrants and thugs. They used to fabricate crimes against people and they did that to my husband," said Ahmed.

As the day wore on, some of the petitioners at the palace gates began to lose patience. Some drifted away, others began shouting at the police keeping them outside.

"Open this door. It will never stand between you and your people, nor will it protect you from us," they cried.
