Bakken Crude Express Pipeline: Oneok Partners Propose North Dakota-Oklahoma Oil Project

BISMARCK, N.D. (AP) ? A natural gas company on Monday announced a proposal to get into the crude oil business by building its own 1,300-mile oil pipeline from North Dakota to the nation's biggest storage terminal in central Oklahoma.

Tulsa, Okla.-based Oneok Partners LP said the proposed Bakken Crude Express Pipeline would cost between $1.5 billion and $1.8 billion and have the capacity to move 200,000 barrels of crude daily from the heart of North Dakota's rich oil patch to the hub in Cushing, Okla.

Oneok's plan brings to six the number of pipeline projects proposed to help ship crude out of the rich Bakken shale and Three Forks-Sanish oil reservoirs in the western North Dakota, said Justin Kringstad, director of the North Dakota Pipeline Authority.

Which projects becomes a reality will depend on which get commitments from suppliers. Oneok spokesman Brad Borror said his company is negotiating commitments that could put it on track to begin construction next year and complete a pipeline by 2015.

Kringstad called Oneok's proposal "very substantial" but said the market will determine if any of the proposed pipelines are built.

"Ultimately, it will be up to the industry to decide which of the various projects it wants to support," Kringstad said.

North Dakota is the nation's third-biggest oil producer and is expected to trail only Texas in crude output within the next year. The state's burgeoning oil production is outpacing the ability to efficiently move the product to market, causing drillers to take deep price cuts. Shippers increasingly are using trains to get crude out of North Dakota, with rail shipments accounting for about a quarter of the more than 546,000 barrels produced daily in the state, Kringstad said.

Kringstad said of the five other proposed pipeline projects, which have a collective shipping capacity of 700,000 barrels a day, only TransCanada Corp.'s $7 billion Keystone XL project has firm shipping commitments. It also is the only one that needs federal approval because it is the only one that would cross the U.S.-Canada border, Kringstad said.

The bulk of the Canada-to-Texas pipeline, which would carry Canadian tar sands oil and 100,000 barrels of crude daily from North Dakota and Montana, is on hold after President Barack Obama temporarily halted it in January. But Obama last month directed federal agencies to expedite the project's southern leg, from Oklahoma to the Gulf Coast, to help eliminate an inventory glut in Cushing partly due to increased production in North Dakota.

Oneok already is North Dakota's biggest gatherer of natural gas, with more than 3,500 miles of pipelines in the state. Oneok also has nearly $2 billion in projects planned to ship and process natural gas and natural gas liquids from western North Dakota to Midwest and Rocky Mountain markets, Borror said.

Eighty percent of the proposed oil pipeline's path would follow Oneok's existing or planned natural gas pipeline routes, Borror said.

"We are currently working with producers of natural gas and natural gas liquids so this would allow us to be a full-service provider," Borror said.

Wash. man on the run finds time to update Facebook

SEATTLE (AP) ? A 26-year-old Washington state man who has eluded an extensive police search has been making time to update his Facebook page as authorities continue their efforts to catch him.

His first day on the run, one friend of Travis A. Nicolaysen posted to his account: "Cops all over you." Nicolaysen responded the next day with: "ya got away thanks bro."

Nicolaysen has been on the lam since two foot chases Wednesday and a dragnet that included a police dog tracking him through a Port Angeles neighborhood. The dog came up only with a blue bandanna that Nicolaysen had been wearing.

Nicolaysen has been convicted of five felonies, including domestic violence, burglary and theft of a firearm, police said. He is wanted by the Washington state Department of Corrections for failing to check in with his community corrections officer since January.

A Facebook post from another friend told him to be careful. Another urged him to surrender and set a better example for his children. "You're not getting any younger and you're looking at a lot of time," the friend writes. A picture on the Facebook page shows Nicolaysen with two toddlers.

He's also been accused of assaulting his girlfriend on March 28, police said.

Better make that his ex-girlfriend. In a post Saturday, Nicolaysen changed his relationship status to single, the Peninsula Daily News reported (http://is.gd/dpnPtm ).

Police are among those checking the page. "Absolutely," Deputy Chief Brian Smith told The Associated Press on Monday.

"We're used to pinging databases and sources of information," he said. "It's normal for us to look at Facebook accounts."

Smith also saw the growing number of comments on Nicolaysen's account ? some of them mocking police ? as he remained at large Monday.

"I don't think it's going to make it any easier for him," Smith said.

A lot of people communicate openly and can remain beyond the long arm of the law, at least for a while, he said.

Facebook tells its users that it may share certain information if it gets requests from law enforcement, and that it does have some ability to track people via IP addresses and GPS location.

Serving Facebook with a search warrant is a possibility, but there are no immediate plans for that, Smith said. For now, police hope the publicity alone may be enough to flush him out in a city the size of Port Angeles, which has a population of 19,000 and is about 65 miles northwest of Seattle on the Olympic Peninsula.

"In a smaller community, it's harder to disappear and be anonymous," Smith said. "We're hoping people who know him call police."

"People are giving him advice" to surrender, Smith said, "and he might want to follow it."

While police find the fugitive Facebook posting a little frustrating, it's a source of glee for Teri Newell of Port Angeles who says she helped raise Nicolaysen and describes herself as his aunt.

"I think it's hilarious," said Newell, who confirmed the Facebook account belonged to Nicolaysen.

"That's my boy, Travis," she said.

"Every single time he gets out of jail, he doesn't check in," said Newell, who also complains that police are heavy-handed.

She said she doesn't know where he is.

"If he's smart, he's hidden away, tucked away safe," she said.

An email to Nicolaysen from The Associated Press bounced back.

Port Angeles attorney Robert Vienneau, who says he knows Nicolaysen, says the fugitive does what he has to do to get by.

"Travis comes from a rough background, but he's got a good heart," Vienneau said.

Besides, the prices of major inputs like coal and electricity have risen sharply, causing manufacturers more difficulties.

Falling demand for their goods has been exacerbated by the loosening of controls on imports.

The construction materials industry wants the Government to tighten control over imports and help them tide over this difficult period.

(AP) ? Recent satellite images show North Korea is digging a new underground tunnel in what appears to be preparation for a third nuclear test, according to South Korean intelligence officials.

The excavation at North Korea's northeast Punggye-ri site, where nuclear tests were conducted in 2006 and 2009, is in its final stages, according to a report by intelligence officials that was shared Monday with The Associated Press.

Its release comes as North Korea prepares to launch a long-range rocket that Washington and others say is a cover for testing missile technology that could be used to fire on the United States.

The Obama administration said Monday it would consider both a rocket launch and an underground nuclear test as highly provocative and leave Pyongyang more isolated.

"In each case this would be an indication of North Korea's decision at the leadership level not to take the steps that are necessary to allow North Korea to end its isolation, to rejoin the community of nations and to do something about the extreme poverty and depravation that its people suffer," White House spokesman Jay Carney told a news briefing in Washington.

Observers fear a repeat of 2009, when international criticism of the North's last long-range rocket launch prompted Pyongyang to walk away from nuclear disarmament negotiations and, weeks later, conduct its second nuclear test. A year later, 50 South Korean were killed in attacks blamed on the North.

"North Korea is covertly preparing for a third nuclear test, which would be another grave provocation," said the intelligence report, which cited U.S. commercial satellite photos taken April 1. "North Korea is digging up a new underground tunnel at the Punggye-ri nuclear test site, in addition to its existing two underground tunnels, and it has been confirmed that the excavation works are in the final stages."

Dirt believed to have been brought from other areas is piled at the tunnel entrance, the report said, something experts say is needed to fill up tunnels before a nuclear test. The dirt indicates a "high possibility" North Korea will stage a nuclear test, the report said, as plugging tunnels was the final step taken during its two previous underground nuclear tests.

U.S. State Department spokeswoman Victoria Nuland told reporters she was not in a position to confirm whether North Korea was preparing for a nuclear test after the rocket launch.

She said a launch would be "highly provocative" and a nuclear test "would be equally bad, if not worse."

Nuland said the U.S. was urging China to use its influence with North Korea to dissuade it from going ahead with the launch.

Asked about Japanese and South Korean preparations to shoot down any parts of the rocket that threaten to fall on their territory, Nuland told reporters that countries in the region have the right to "self-defense."

North Korea announced plans last month to launch an observation satellite using a three-stage rocket during mid-April celebrations of the 100th anniversary of the birth of North Korean founder Kim Il Sung.

The U.S., Japan, Britain and other nations have urged North Korea to cancel the launch, warning that firing the long-range rocket would violate U.N. resolutions and North Korea's promise to refrain from engaging in nuclear and missile activity.

Nuland declined to specify what consequences Pyongyang might face if the launch goes ahead.

At the very least, it would ruin a Feb. 29 U.S.-North Korean accord under which the North agreed to a moratorium on nuclear and long-range missile tests and a freeze on its uranium enrichment program in exchange for U.S. food aid.
